Graffiti has become a world-wide pox. Some people may think that this activity is an acceptable art form, whereas in fact it is a criminal activity that is no different than knocking somebody’s fence down; it is criminal damage to other people’s property.

In some cities in the world graffiti is treated by the city managers as unlicensed decoration of a person’s property which is dealt with by serving a notice on the owners of the property to remove the “decoration” within 30 days or pay the cost of the city removing it and handing the bill to the property owner’s for payment; or having the cost added to the property title as a lien with the addition of punitive interest compounded “Wonga” style.

As far as the culprits go, the penalty must be for them to serve years of community service doing graffiti clean-up,  or an optional goal term.
